Your statement is simply not true. I’ve had dogs throughout my life that spanned from one end of the scale to the other in terms of size. I currently have a German shepherd who is extremely smart but years ago I had a Chihuahua who was by far smarter than some large and mid-sized dogs I’ve had. The Chihuahua knew numerous commands in addition to knowing the difference between her 8-10 toys. How a dog is trained through the different physical and psychological stages early on in its life is critical to its intelligence.
